Carshare is a service that gives its members short-term use of a car, usually by the minute or hour. Carshare companies typically provide round-trip service, where members borrow and return cars at the same location (Zipcar and Enterprise CarShare), or one-way service, where members pick up a car at one location and drop it off at another within a zone (Car2Go).
Carsharing has the potential to:

During the pilot program, carshare spaces will be reserved on streets in the following 14 neighborhoods:
Bronx
Brooklyn
Manhattan
Queens
Municipal Parking Lots
During the pilot program, carshare spaces will be reserved in the following public parking facilities where there is demand:
Bronx
Brooklyn
Queens
NYCHA Properties
During the pilot program, carshare spaces will be reserved at the following New York City Housing Authority (NYCHA) developments for Zipcar vehicles:

Only carshare vehicles can park in carshare parking spaces, even if the spaces are empty or the driver has a disability permit or placard. The spaces must remain available for carshare users.
You will be able to park at the curb everywhere you currently can, except where there is a designated carshare parking space. Other than designating the specific carshare parking spaces to be used for the pilot program, the carshare pilot does not change any curbside regulations in your neighborhood.
No Standing regulations apply. No Standing means that vehicles may not park, wait, or load/unload there, but they may drop off or pick up passengers.
If you parked your own car in a carshare parking space, it is considered an illegally parked vehicle.
The NYPD is authorized to ticket and tow illegally parked vehicles. The carshare company operating the service at that location has the ability to relocate a parked vehicle from its carshare parking space to the nearest available lawful on-street parking space at no charge to the carshare member or car owner.
The location of towed or relocated vehicles will be shared with the nearest NYPD precinct to that carshare parking space.
Carshare companies participating in the pilot program provide mobility options for customers with disabilities.
The companies must provide a vehicle with professionally installed hand controls to any carshare member within 48 hours of the request.

The company must clean the curb within the carshare parking spaces and 10 feet on either side of the site to the same quality and frequency as adjacent alternate side parking regulations. Carshare companies are also responsible for removing ice or snow within 12 hours after an ice or snow event.
DOT is responsible for cleaning, repairing, or replacing damaged signs.
